The draft document prohibiting foreigners’ surrogacy in Russia was published on the State Duma database of the Russian Federation on June 2021, 6. It provides information on the Family Law and Health Protection Law of the Russian Federation, as well as children born through surrogacy mothers and surrogacy. Some amendments have been made to the "Citizenship Law" related to Russian citizenship.The bill requiresAt least one of the intended parents or single persons seeking surrogacy services in Russia should have Russian citizenship.However, according to the proposal of the draft, any child born through surrogacy will obtain Russian citizenship based on the principle of birthplace.

The proponents of the bill are Peter Tolstoy, Deputy Speaker of the State Duma, Vasily Piskalev, Chairman of the National Security and Corruption Control Committee, and Nikolai Zem, a member of the Development Committee of Civil Society and Public and Religious Organizations.
